HRAST - Development Agency of Vukovar- Syrmia County HRast d.o.o. (Croatia)
Development Agency of Vukovar- Srijem County (VSC) Hrast d.o.o. has been founded in 2007 as a non-profit organization with a limited liability. The VSC is the only founder and owner of the organization. VCS DA HRast is a legal successor of LEDA- Local Economic Development Agency of Vukovar- Srijem County which was founded in 2001, and had successfully operated until September of 2008 when it had reformed into the VCS DA HRast.
The office of the VSC AD HRast is located in Vinkovci, the largest city and economic centre of the VSC- the easternmost Croatian county and frontier region with Serbia and Bosnia and Herzegovina.
Vukovar-Srijem County is the easternmost County of the Croatian and on the east borders with Serbia, and on the south by Bosnia and Herzegovina. Extends over an area of 2448 km ² which makes 2.8% of the total Croatian territory. Vukovar-Srijem County, according to the census of 2001., has 204,768 inhabitants, which makes 4.6% of the Croatian population. Vukovar-Srijem County has local government units: 5 cities and 26 municipalities..
Economy of Vukovar-Srijem County is among the least developed in the Republic of Croatia, despite the abundance of natural resources, primarily as a result of war devastation. Also, the county recorded the highest unemployment rate. Region has a developed agriculture, which is with the food industry the most important economic activity of the County. By the number of economic entities and financial indicators, the forefront are business services such as trade and construction and manufacturing industries.
The VSC DA HRast has been founded and it operates with a purpose of economic and aggregative development of the county. The main mission of the VCS DA HRast is implementation of county’s development strategy, improvement and coordination of existing development activities, and planning of development according to the RH Strategy of Development and EU demands.
With that purpose, the VSC DA HRast has an important and leading role in creation and implementation of developing initiatives at the area of the VSC, primarily when increasing overall regional competitiveness. Except at the county level (NUTS II level), the VSC DA HRast also partially covers and coordinates operations at the Pannonian Croatia region (NUTS II), and it also functions as a component at the national level (NUTS I), primarily with the RH Regional Development Agency and authorized relevant ministries.

The Agency consists of eight specialized and highly educated employees who continuously invest in acquisition of new skills and knowledge through scientific seminars and postgraduate studies. With their unconditional support of developing processes, they contribute to the VCS improvement. Specialized and quality human resources are the backbone for a long term region progress, and that is a reason for continuous encouragement to enhance their knowledge and skills through specialized education.
