North-East Regional Development Agency, North-East Region of Romania
The North-East Regional Development Agency (North-East RDA) is a non-governmental, non-profit making legal entity of public utility set up in 1999 based on the Law no 151/1998 concerning regional development in Romania.
The agency is a generator of economic and social development in the North-East Region of Romania. RDA develops strategies, attracts resources, identifies and implements financing programmes and offers services for stimulating sustainable economic development, partnerships and entrepreneurial spirit.
During the 10 years of activity the North-East RDA has succeeded in achieving a high funds absorption rate (85%), 685 implemented projects, over 5,000 new jobs created through the implemented projects, a Regional Development Plan that highlights region’s priorities, mobilization of foreign investment resources and more than 400 projects submitted for being funded under the Regional Operational Programme 2007-2013 during the first 24 months since its official launching.
The Agency’s organizational structure developed every year. Starting, back in 1999, with only 10 people in one room, 1 computer and lots of enthusiasm, today 80 employees share the same values, openness towards all stakeholders interested in developing the region as well as the same determination in keeping both the quality and performance levels high.
North-East RDA Objectives
- Ensuring the conditions for achieving a high level of absorption of funds allocated through the Regional Operational Programme 2007-2013, as Intermediate Body for the implementation of this program in the North-East Region;
- Stimulating intra and interregional partnerships as well as the international ones through promoting projects of common interest;
- Promoting innovation, know-how and technology transfer by consolidating the link between the business, research, technological and scientific environments;
- Promoting regional opportunities in order to attract Romanian and foreign investors.
North-East RDA’s Main Tasks
- Draws up the Regional Development Plan for approval by North-East Regional Development Board (RDB);
- As Intermediate Body, is responsible for implementation of Regional Operational Program (ROP) 2007-2013 at regional level, in accordance with the Framework Agreement signed with the Ministry of Regional Development, and Housing;
- Develops specific activities for launching and promoting programs financed from European funds and by Romanian Government, cooperating with Ministry of Development, Public Works and Housing in preparing the documentations;
- Offers assistance to potential beneficiaries by organizing sessions and information campaigns at the regional level, as well as providing answers to requests for information received by email, phone or directly through the Regional Information Office;
- Provides assessment, contracting, implementation and monitoring of regional development projects, establishing the necessary corrective actions to achieve the proposed goals;
- Initiates contacts in order to stimulate partnerships and to promote all the regional development opportunities;
- Identifies opportunities for inclusion of North-East RDA as a direct beneficiary or partner in regional programs and projects;
- Promotes business and entrepreneurial environment from the region at national and international level on the demand and supply principle;
- Provides the secretariat of the North-East Regional Committee for Strategic Assessment and Correlation (RCSAC);
- Is to be hold responsible and reports to the North-East Regional Development Board, the Ministry of Development, Public Works and Housing as Management Authority for ROP 2007-2013 and the bodies authorized by law for proper management of allocated funds.
