Asviloc plus started in April 2009 and will last 36 months, the project is composed by the following Work Packages:

WORK PACKAGE 1 - Transnational Project Management and Coordination

The project partners will set up two bodies (Steering Committee – SC and Permanent Table – PT) for a proper project transnational management and for administrative and specific scientific-technical activities. Concerning the administrative/financial management is foreseen the establishment of a SC to guarantee the efficiency and the correct operability of the funding flow and the communication, assuring the continuous surveying of the project progress using monitorable elements to evaluate the various states of advancement and any corrections which must be made. Concerning the technical scientific activities the project establishes the PT to coordinate and give inputs on the contents of the project at starting of core activities.

 

WORK PACKAGE 2 - Communication and Dissemination

Project develops a communication plan acting on two different levels:

Internal Communication: activities to enable a constant information flow within the partnership and within the regional laboratories developed through the use of intranet and network forum.

External Communication: actions to disseminate the projects outputs and results towards the socio-economic and institutional target groups through the six-monthly newsletter, the six-monthly newspapers and the links to innovation networks already existing and to raise public awareness of the South East Europe as place of innovation growth.

 

WORK PACKAGE 3 - Local and Transnational Networking

The Work Package 3 foresees the establishment first of 13 regional laboratories composed by the Key Innovation Actors promoting innovation knowledge. Within the Regional Laboratories the Regional Development Agencies own a focus role as link among innovation demand , innovation supply and the institutional level.

Then, Regional Laboratories will carry out a survey analysis based on the pre-existing data, in particular in the Regions where the Regional Programmes of Innovation Actions (RPIA) have been enabled. Thats will constitute the starting point to analyse the point of weakness emerged and to point out the needs of innovation detected at regional level.

 

WORK PACKAGE 4 - Enhancing human capital and awareness

Innovation is a topic in continuous evolution requiring a constant updating of skills, especially the skills of the Regional Development Agencies staff.

Furthermore to foster the local innovation system the RDAs can play a fundamental role as facilitator within the governance innovation process, increasing their awareness on the models/policies which have produced positive results.

To increase the competences and the knowledge of RDAs staff in innovation issues, it’s necessary to share, first of all, their experience and their know –how (thorugh twinning modality exchange between RDAs staff) and orient themselves toward the excellence cases of Innovation Agencies, through the organization of 2 study visit, in order to overcome the points of weakness came to light through the previous analysis of the Regional Programme of Innovation Actions.

 

WORK PACKAGE 5 -Pilot actions for transnational innovation system

This Work Package foresees the setting up and the testing of activities which are going to increase the understanding and the Knowledge on innovation issue within the South East Europe Area.

Each Action have been identified to answer to the needs of several target groups and to involve and alert to innovation idea the citizen, the entrepreneurs (pilot actions for innovative entrepreneurship) and the public bodies (pilot action for regional innovation policies development which involve innovation policy makers: regional, subregional and local administrator) where RDAs act as facilitators to transfer the demand of innovation (key innovation actors) to policy makers and contribute to the creation of innovative policies/programmes.

 

WORK PACKAGE 6 - Strategy for a transnational innovation system

Starting from projects findings and considering the role of RDAs as key players in innovation local systems acting,by means cooperation, in setting up a transnational innovation system,WP 6 contributes:

- to capitalize RDAs experiences as added value for innovation policies development;

- to set up a lasting coordination mechanism for RDAs action.

In this framework,project partnership will cooperate in the definition of a Memorandum of Understanding and a RDAs Innovation Action Plan 2015.

The Memorandum of Understanding will describe the common vision and perspective to create a European innovation environment and will be is addressed to the European Policies Makers in charge of shaping cohesion policy for the period 2013-2020.

The RDAs – IAP 2015 calls upon RDAs to collaborate in promoting cooperation, understanding and exchanging information, foreseeing specific activities and tools to implememnt during the next cohesion policy programme period.
